WOODWARD: What Dowd concludes in the end is that President Trump can`t testify because he can`t tell the truth. As the book asserts, Trump`s former lawyer John Dowd ultimately concluded that the President can never testify before Robert Mueller because, in Dowd`s view, he is a liar.
